Yes. Playing at an online casino based overseas has never been an offence for a person in New Zealand. That grey area is now closing. The Online Casino Gambling Act 2026 came into force on 1 May 2026 and creates, for the first time, a licensed online casino market regulated by the DIA. Up to 15 licences will be issued, each covering a single brand, with no operator allowed more than three. Licences run for three years and can be renewed once for a further five. Licensed casinos will pay 16% gambling duty plus a 3.5% problem gambling levy, and 4% of the duty is ring-fenced for New Zealand community causes.
